Indonesia Official Penalty Guidelines
This document serves as a guideline for judges to determine the severity of a rule violation and the appropriate punishment to assign to any individual attending the Yu-Gi-Oh! Official Card Game event.
Do note that the penalties listed in this page are not exhaustive and the actual penalties assigned may vary depending on the situation at the time and severity, at the judge's discretion.
It is the responsibility of a duelist to learn the information in this document before attending an official event.
Duelists should not exploit the knowledge gained from this document to take advantage of another person,including but not limited to, ”rule-sharking“ or attempting to influence the decision of a judge(s) or tournament official(s), during an official event.
All violations will be recorded and accumulated, throughout the whole event.
Types of Penalties
• A: Cautions
Cautions are given with the intention to remind a duelist that he/she has violated certain rules, and should be aware of such violation in the future.
• B: Warnings
Warnings are given to inform a player that he/she has violated the rules.
These are to be considered more serious than Cautions.
Repeated Warnings for the same infraction can be upgraded.
- First Violation = “Warning”
- Second Violation of the same infraction = “Warning”
- Third Violation of the same Infraction = “Duel Forfeiture”
- Warning assigned for different infractions should not be upgraded into a “Game Loss“ unless the judge thinks it is necessary.
Warnings must be tracked in written form. If the tournament is using Match slips, it should be written on the Match slip. If the tournament is using KTS, it should also be recorded there.
• C: Duel Forfeiture
Duelists given this penalty will instantly lose the current duel.
If this penalty takes place between duels, the Duelist will then forfeit their next duel.
- If a Duel Forfeiture is given out during a game, the person receiving the penalty forfeits the current game.
- If a Duel Forfeiture is given out between games of a Match, the person receiving the penalty forfeits the upcoming game.
- If the Duel Forfeiture penalty is given out before the start of a Match, the person receiving the penalty forfeits the first game of the upcoming Match.
- If a Duel Forfeiture is given out before a Match, neither Duelist may use their Side Deck prior to the beginning of the first played game.
- If a Duel Forfeiture is given out during a Match and the Match winner has not been decided, both Duelists may use their Side Deck prior to the next game.
A Duel Forfeiture must be tracked in written form. If the tournament is using Match slips, it should be written on the Match slip. If the tournament is using KTS, it should also be recorded there.
A Duel Forfeiture should always be followed by a brief education for the Duelist, explaining why the penalty was handed out.
• D: Match Forfeiture
Duelists given this penalty will instantly lose the current duel.
This penalty is given if the judge believes the infraction was unintentional and approval to Head Judge.
Only a Head Judge may give out a Match Forfeiture penalty, with the exception of a Match Forfeiture tardiness penalty.
A Match Loss must be tracked in written form. If the tournament is using Match slips, it should bewritten on the Match slip. If the tournament is using KTS, it should also be recorded there.
If this penalty takes place between duels, the Duelist will then forfeit their next duel.
A Match Loss should always be followed by a brief education for the Duelist, explaining why the penalty was handed out.
• E: Disqualification
The Duelist loses the current match, and is disqualified from the tournament.
However, the Duelist may keep any prizes and/or awards that he/she has won before the penalty was applied.
Only the Head Judge may disqualify a person from an event.
If a person is disqualified, a written statement must be filled out by any and all persons involved, including opponents, spectators, judges, tournament officials, etc.
• F: Total Disqualification
The Duelist loses the current match, and is disqualified from the tournament.
The Duelist will also be required to forfeit any prizes and/or awards that he/she has won before the penalty was applied.
Only the Head Judge may disqualify a person from an event.
If a person is disqualified, a written statement must be filled out by any and all persons involved, including opponents, spectators, judges, tournament officials, etc
Infractions
Deck Violations
• Having a Main Deck of less than 40 cards, or more than 60 cards
Penalty: Duel Forfeiture
Please make sure your decks have the appropriate number of cards. (Ilegal Deck)
• Having more than 3 of the same card in your deck(s) combined
Penalty: Duel Forfeiture
Please make sure to remove these from your deck, and replace them with other cards in your side deck. (Ilegal Deck)
• Having forbidden cards in your Main/Side/Extra Deck
Penalty: Duel Forfeiture
Please take out those forbidden cards, and replace them with other cards in your side deck. (Ilegal Deck)
• Having too many Limited/Semi-Limited cards in your Main/Side/Extra Deck
Penalty: Duel Forfeiture
Please take out those cards, and replace them with other cards in your side deck. (Ilegal Deck)
Deck List/Roster Violations
Deck Lists will be cross-checked with the duelist's deck(s) for events which require a Deck List submission. Duelists caught with mismatched decks and lists will be forced to forfeit the event.
- If the Duelist has registered a legal Deck List but the Deck is illegal and/or does not match the Deck List, the Deck List takes priority over the contents of the Deck. (In this case, the Deck should be fixed to match the Deck List.)
- If the Duelist has registered an illegal Deck List but the Deck is legal, the Duelist fixes the Deck List to match the Deck. (If the Deck is legal, the Deck List should be fixed to match the Deck.)
- If the Duelist has registered both an illegal Deck List and Deck, the Duelist fixes the Deck first by removing all illegal cards from the Deck. Then, fix the Deck List to match the Deck.
- If both the Deck List and the Deck are legal but do not match, the Duelist fixes the Deck to match the Deck List.
To prevent this, please make sure the contents of your deck(s) match the submitted deck list.
Duel-related Violations
• Life Point MUST still be tracked with pen and paper
Penalty: Caution
Both Duelists must be tracking their life points and must ensure that the records are accurate all the time.
Players may use「Yu-Gi-Oh! Neuron」to calculate and/or track their life points. BUT, should there be any dispute involving life points, written records will take priority.
• Unintentional misinterpretation of rules and/or Card descriptions
Penalty: Caution
If this happens before a critical point of the duel (determined by the Judge), the duel may be reset to the state before the mistake took place (Rewind). Otherwise, the duel will continue as normal. The penalty will be given to whichever Duelist's turn it is when the mistake took place.
Penalty: Warning
If this happens in a critical point of the duel (determined by the Judge), the duel may be reset to the state before the mistake took place (Rewind). Otherwise, the duel will continue as normal. The penalty will be given to whichever Duelist's turn it is when the mistake took place (if that mandatory effect, both duelist receive warning).
• Unintentionally drawing too many cards
Penalty: Warning – Duel Forfeiture
Place the excess cards drawn back on top of the deck the cards were drawn from. However, a "Duel Forfeiture" penalty will be issued to the Duelist if: * The drawn cards cannot be identified * The situation is irreversible * The card drawn is decisive to determine the winner of the Duel
• Unintentionally seeing the contents of a face-down card (or one you shouldn't see)
Penalty: Caution – Duel Forfeiture
Return the card in its appropriate position. If the card in question is determined to be decisive to the game's outcome, a "Duel Forfeiture" penalty will be issued to the Duelist.
• Intentional misinterpretation of any rules or card descriptions
Penalty: Total Disqualification
Tardiness
• Not being in your assigned place on time (0:00 - 4:59 minutes)
Penalty: Warning
• Not being in your assigned place 5 minutes after the given time (5:00 – 9:59 minutes)
Penalty: Duel Forfeiture
• Not being in your assigned place 10 minutes after the assigned time
Penalty: Match Forfeiture
Markings on Cards and/or Protectors
• Unintentional or non-distinctive markings
Penalty: Caution
Please change the card sleeves/protectors to make sure the card is no longer marked.
- If the markings are on the sleeves, the Duelist should be required to change the sleeves so that the entire Deck matches.
- If the cards themselves are marked, the Duelist must replace the cards.
- It is appropriate for a judge to allow a Duelist to change the sleeves in between rounds as to not hold up the current Match.
• Markings concluded to be intentional
Penalty: Duel Forfeiture
Duelists will then be required to change the card sleeves/protectors to make sure the card is no longer marked.
- This infraction and penalty should be applied if the Judge determines that the pattern is insignificant and unintentional.
- It is appropriate for a judge to allow a Duelist to change the sleeves in between rounds as to not hold up the current Match.
- Although this infraction assumes the marking is unintentional, any markings on a card or sleeve can give a significant advantage to a player, so it carries a heavier penalty.
- It is very important for a Judge to investigate further to make sure the markings are not intentional.
Unnecessary Delays
• Unintentionally taking too long on a single turn
Penalty: Caution – Duel Forfeiture
Please note that the Judge may issue more severe penalties if this is determined to affect the outcome of the match (based on the circumstances).
The first is caution, if the duelist taking too long in their move, judge can give to that duelist warning penalty.
• Intentionally stalling for time
Penalty: Match Forfeiture
Duel/Match Fixing
• Deciding the winner of a match without dueling (e.g. Rock-Paper-Scissors)
Penalty: Disqualification
• Bribery involving money, cards, or any other means
Penalty: Total Disqualification
Fraud
• Intentionally lying about match outcomes
Penalty: Total Disqualification
Talking/Chatting During a Duel
• Talking or asking for advice from other players, spectators, and/or any nearby third party during your duel
Penalty: Warning – Duel Forfeiture
The judge may enforce more serious penalties if the conversations are concluded to have an impact on the outcome of the match.
• Usage of mobile phones (talking, text chatting, etc.) during a duel for non-emergency purposes
Penalty: Warning – Duel Forfeiture
The judge may enforce more serious penalties if the conversations are concluded to have an impact on the outcome of the match. Judges have the right to inspect Duelists' phones if suspected of cheating using them.
• Heckling and/or harassing of other duelists by the Duelist, or by their supporters
Penalty: Warning – Duel Forfeiture
The Duelist is responsible for all actions by his/her supporters (if relationship is proven to be genuine), and the Judge reserves the right to enforce more serious penalties if the resulting actions heavily affect the outcome of the duels/matches.
