■ Yu-Gi-Oh! Open Tournament 2025 Indonesia Tournament Rules


These rules apply to all tournaments in Yu-Gi-Oh! Open Tournament 2025 Indonesia, including:

  1. Main Tournament ①

  2. Main Tournament ②

  3. Side Event - 8-Player Tournaments

  4. Stamp Rally - Gunslinger


The tournament will use the latest Master Rule.


• Deck Preparation, Restriction, and Limitation

○ Deck Size

Main Deck: 40–60 cards

Extra Deck: 0–15 cards (optional)

Side Deck: 0–15 cards (optional)


○ Card Sleeve

⋆ Only officially released Yu-Gi-Oh! OCG Duel Monster card sleeves by KONAMI may be used in the tournament.

⋆ Main Deck and Side Deck must use identical card sleeves. All “Fusion Monster Cards,” “Synchro Monster Cards,” “Xyz Monster Cards,” and/or “Link Monster Cards” in the Side Deck must be identical with other card sleeves in the Side Deck. If players use those cards from the Side Deck (side-in), they are PROHIBITED from changing the attached sleeves. If the sleeves on the Main Deck are double-sleeved, then the Side Deck used must also be double-sleeved.

⋆ Extra Deck must use different card sleeves from Main Deck and Side Deck.

⋆ Players may only put one card into each sleeve. Players may not put anything else inside the sleeve other than the card itself.

⋆ Any sleeve that has visible markings or damage may result in a penalty.

⋆ Players may sleeve their Tokens and Field Center, but those sleeves must have different designs from the Main Deck, Side Deck, and Extra Deck.

⋆ If any modification, alteration, and/or marking (temporary or otherwise) is found during inspection, players are required to replace the sleeve.

⋆ Penalties may be given according to the rules.

⋆ If marking is found during a second inspection, the violating player will be disqualified from the event.

⋆ Players may only choose “Single Sleeve” or “Double Sleeve” for their deck. If choosing double sleeves, the outer sleeve used must be a transparent clear outer sleeve covering the official sleeve.

⋆ All “Fusion Monster Cards,” “Synchro Monster Cards,” “Xyz Monster Cards,” and/or “Link Monster Cards” in the Side Deck must be identical with the other sleeves in the Side Deck. If those cards are used from the Side Deck (side-in), the attached sleeve must remain. If the Main Deck uses double sleeves, then the Side Deck used must also be double-sleeved.


○ Duel Field (Playmat)

⋆ Only officially released Yu-Gi-Oh! Official Card Game playmats by KONAMI may be used.


○ Regarding Deck and Decklist

⋆ Only one deck may be used throughout the tournament.

⋆ Decklists will be collected before the tournament begins.

⋆ The method of decklist submission will be informed via email.

⋆ Decklists must be submitted as an image file generated from the Neuron app.

Forbidden/Limited Card Restrictions

For the tournament, specific cards fall under the following sub-categories:

Forbidden: Cannot be used at all.

Limited: A maximum of 1 copy may be used.

Semi-Limited: A maximum of 2 copies may be used.

Deck Reset / Reinitialization

⋆ All contents of the Main Deck, Side Deck, and Extra Deck must be returned to their original state at the end of each match (according to the submitted decklist).

⋆ Decks must not be rearranged at the start of each match.


Proxy Cards Not Allowed

⋆ All cards used in play must be officially released Yu-Gi-Oh! Official Card Game cards.

⋆ The use of proxy or counterfeit cards is strictly prohibited.



Tournament Basic Procedure

In a tournament, duels proceed as follows:

  1. Both players shake hands.

  2. Each player presents and states the correct number of cards in each part of their deck:

    ⋆ Main Deck: 40–60

    ⋆ Extra Deck: 0–15

    ⋆ Side Deck: 0–15

  3. Each player shuffles their own deck in front of their opponent.

    ⋆ Players must not look at cards while shuffling.

    ⋆ Players must not arrange cards in any order while shuffling.

  4. Each player then passes their deck to the opponent for reshuffling.

    ⋆ Excessively long reshuffling is not allowed.

  5. The decision of who goes first is determined randomly, such as by rolling dice or playing rock–paper–scissors. The winner chooses who takes the first turn.

  6. Between duels (but not between matches or before the first duel), players may swap cards (one-for-one) between their Main/Extra Deck and their Side Deck.

  7. Before starting the second and third duels in a match, the loser of the previous duel chooses who takes the first turn.


Points to Note During the Tournament

⋆ If any questions arise during a duel, or if there are disputes regarding rulings or instructions, the Judge will make the final decision. All players involved must follow the Judge’s instructions.

⋆ Any actions caused by misunderstandings of rules and/or card effects that do not disrupt gameplay will be left as is; no rewinds or replays are permitted for such issues in a Duel.

⋆ Judges will not resolve disputes or complaints raised after a match has concluded.

⋆ During a Duel, all actions taken by either player must be declared and acknowledged by both parties.

⋆ While an average turn may take about 3 minutes, excessive delays are not acceptable in order to keep the tournament on schedule. Any player found intentionally stalling or wasting time may receive a penalty.


Time-Related Etiquette

⋆ Any behavior or actions that cause unnecessary delays to a Duel or event may result in penalties.

⋆ If a player causes unreasonable delays, whether intentional or not, the Judge will first issue a warning.

⋆ Continued behavior of this kind may result in more severe penalties.

⋆ If such behavior is observed, please notify the nearest Judge.



Win Conditions and Time Limit

Time Limit Rules

⋆ The time limit for each match is 40 minutes + up to 10 minutes Extra Time.

⋆ The time limit and Extra Time may differ depending on the tournament.

⋆ The time given includes time between shuffling decks and drawing opening hands.

⋆ To ensure smooth progress, up to 3 minutes is allowed between duels.


Glossary of Terms:

Duel

A single game between two players. A Duel ends when one player’s Life Points (LP) reach 0, when a player cannot draw a card, or when another win condition is fulfilled.

Match

A set of up to three Duels. The winner of the Match is the player who wins the most Duels.

Game 1 / Game 2 / Game 3

The first, second, and (if necessary) third Duel within a Match.

Life Points (LP)

Each player begins a Duel with 8000 LP. Certain card effects and rules cause LP to increase or decrease. The difference in LP is used as a deciding factor in time-related rulings.

Time Limit

The maximum duration allocated for a Match (40 minutes + up to 10 minutes Extra Time, unless otherwise stated).

Extra Time

Additional time (up to 10 minutes) granted by the Tournament Organizer or Judge to accommodate Match procedures beyond the base time limit.

Extra Turn

Additional turns granted when time expires during an ongoing Duel. Player A’s turn at the time of expiration is counted as Turn 0, followed by three additional turns (Turn 1–3).

Extra Duel

An additional Duel played in Single Elimination if the Match is tied at the end of Extra Turns or Sudden Death.

Sudden Death

A procedure in Single Elimination to decide a Duel when Extra Turns end in a tie. As soon as there is an LP difference at the end of a turn, the player with higher LP wins.

Final Sudden Death

If an Extra Duel ends in a tie after the designated turns, Final Sudden Death is applied. The first LP difference that occurs determines the winner immediately.


The winner of a match is the player with the most duel wins at the end of the match, even if only 1 duel was completed before time limit.


End-of-Match Procedures – Swiss Rounds

When the 40-minute time limit is reached, the following applies:

During Duel 1 (Game 1):

Both players receive a Match Loss (Double Loss), regardless of LP difference. The match score is recorded as 0–0 at time limit.

During Duel 2 or 3 (Game 2 & Game 3):

Example: Player A vs. Player B.

Time limit is reached during Player A’s turn.

  1. Continue the duel into Extra Turn, starting with Player A as Turn 0, within Extra Time.

  2. Three additional turns are played:

    ⋆ Turn 0: Player A

    ⋆ Turn 1: Player B

    ⋆ Turn 2: Player A

    ⋆ Turn 3: Player B

  3. The player with higher LP at the end of Extra Turn or Extra Time wins the duel.

  4. If LP is equal, the duel is declared a draw.

  5. The match ends; the player with the most duel wins is the match winner.

  6. If both players have the same number of duel wins, the match is a draw.


Notes:

⋆ LP is checked only at the end of Extra Turn; starting LP differences are not considered.

⋆ All LP changes (including card effects) are counted.

⋆ Players may not declare a match as a draw. Intentionally forcing or stalling for a draw is against tournament policy and may result in disqualification.


When Time Limit Occurs During Siding:

  1. The match ends immediately. The player with the most duel wins is the match winner.

  2. If both players have the same number of duel wins, the match is a draw.

  3. If duel wins are tied and the third duel ended in a draw, the match is declared a draw.


End-of-Match Procedures – Single Elimination

When the time limit is reached in Single Elimination, one of the following methods is applied:


[Method A: During a Duel]

  1. Continue into Extra Turn (Player A is Turn 0), with three additional turns:

    ⋆ Turn 0: Player A

    ⋆ Turn 1: Player B

    ⋆ Turn 2: Player A

    ⋆ Turn 3: Player B

  2. The player with higher LP at the end of Extra Turn or Extra Time wins the duel.

  3. If LP is equal, the duel proceeds to Sudden Death.

  4. During Sudden Death, the player with higher LP at the end of any turn wins the duel (all LP changes are counted).


Notes:

⋆ LP is checked only at the end of Extra Turn.

⋆ If the match is still unresolved after Sudden Death, proceed to Method B.


[Method B: Extra Duel]

If Extra Turn or Sudden Death ends in a tie, proceed to an Extra Duel under these conditions:

⋆ Both players start with 8000 LP. The first player to reduce the opponent’s LP to 0, or achieve another win condition, is the winner.

⋆ Turn order is decided randomly (dice or rock–paper–scissors).

⋆ No Side Decking is allowed; players must use the same deck as the previous duel.

⋆ If time limit is reached after a player has already accessed the Side Deck, both players may use Side Decks.

⋆ The Extra Duel lasts 4 turns:

• Turn 0: Player A

• Turn 1: Player B

• Turn 2: Player A

• Turn 3: Player B

⋆ If a win condition is met, that player is the winner.

⋆ If no winner is decided, the player with higher LP at the end of 4 turns is the winner.

⋆ If LP is still tied after 4 turns, proceed to Final Sudden Death.

Final Sudden Death: As soon as there is an LP difference at any point in the duel, the player with higher LP is the winner.

Example:

Player A LP = 8000, Player B LP = 8000.

  • Chain Link 1: Player A activates “Ookazi.”

  • Chain Link 2: Player B activates “Poison of the Old Man.”

    Resolution:

  • Player B gains 1200 LP

  • Player B wins the duel by Final Sudden Death.


[Method C: During Siding]

  1. The match ends immediately. The player with the most duel wins is the winner.

  2. If duel wins are tied, apply Method B (Extra Duel).


Note:

⋆ A Single Elimination match cannot end in a draw. A winner must be determined.



• General Violations & Rule Infractions

During the event, players may be penalized for displaying unsporting or inappropriate conduct. The following are examples of inappropriate behavior and violations:

⋆ Failing to arrive at the venue on time.

⋆ Harassing or endangering fellow players or opponents.

⋆ Taking excessive time during a turn (stalling); players caught doing so may be penalized.

⋆ Taking excessive time to shuffle or side between duels.

⋆ Altering the Deck so that it differs from the registered decklist.

⋆ Looking at the front face of cards while shuffling/cutting (even one’s own).

⋆ Intentionally misrepresenting card effects.

⋆ Lying about Life Points or the number of cards in hand during a Duel.

⋆ Except when required by card effects, playing any card that has already been removed from play.

⋆ Talking to or exchanging advice/information with other players, spectators, or third parties during a Duel.

⋆ Using cards and/or card sleeves with distinct markings.

⋆ Placing objects other than cards inside card sleeves.

⋆ Intentionally marking cards and/or card sleeves during a Duel.

⋆ Possessing “Forbidden” cards, or exceeding the maximum number of Limited/Semi-Limited cards.

⋆ Possessing a Deck with fewer than the minimum or more than the maximum required number of cards.

⋆ Placing unrelated objects on the Duel Field (playmat).


• General Conduct Requirements

Players are expected to follow these rules, among others:

⋆ Comply with all venue rules/policies, as well as any special rules of the tournament.

⋆ Food, drinks, and smoking are prohibited in the tournament area (except in designated areas, if available).

⋆ Do not leave the duel table without permission; if you must leave during a Duel, notify staff and your opponent first.

⋆ Do not touch your opponent’s cards without permission.

⋆ Always aim for fair and smooth duels.

⋆ Do not play in a way that makes your opponent uncomfortable.

⋆ At the end of each Duel, verify that your Deck remains in the same condition as at the start (number of cards, composition, etc.).


• Tournament Violations

⋆ Players who violate tournament rules or policies may receive penalties.

⋆ Cheating, collusion, bribery, gambling, and unsporting conduct will not be tolerated. Any player found engaging in these actions may be penalized or disqualified.



■ Rules Confirmation & Enforcement

• The Head Judge has the final judicial authority in making any decisions or rulings during the tournament.

• Players must follow official instructions announced by Judges or the Tournament Organizer. Refusal to comply will result in penalties.

• PT JPB International Indo reserves the right to take photos related to the event.

• Changes may be made to the event depending on local regulations. Please wait for further announcements from PT JPB International Indo.

• PT JPB International Indo reserves the right to make any changes related to this event at any time without prior notice.

• PT JPB International Indo holds the final decision in all event matters.
